Here's what the official site say about this. I don't have a freaking clue what it means though. http://www.kln.gov.my/?m_id=53...

In 2007 I went to Kuala Lumpur with one of my friend on a business trip. I obtained visa from Malaysian Embassy in Kathmandu, but my friend didn't get time to apply for Malaysian visa. However we both reached Kuala Lumpur airport and they issued him visa on arrival (they have VISA ON ARRIVAL COUNTER before the immigration counter). He was asked to produced return ticket, evidence of purpost of his visit (invitation or sponsorship letter) and pay visa fee which is higher then embassy charges in ktm.
