"Discount" is just a euphamism...In plain words, he wants to EVADE IT completely!!

Well, atleast he did not say , does not want to pay any. Some how he is little bit honest. In past all ministers made money making deal with rich businessman giving concession on past due tax. Give him break atleast he is trying to pay some and no one is going to pocket it. No one will be pocketing it.

i wouldn't call him "poor" guy, didnt he kill the late king birendra and the family? anyways but looks like he's literally poor at the moment..
