To lower the no. of seats in the parliament. 601 seat is too high also 67 registered parties thats too much for a small country like nepal. without lowering this number there cant be any stability . political parties would keep fighting like dogs for power and would continue taking advantage of the situation. (like madhesi forum is doing now)
