Guys, I used to work for reputed organization 3 months ago(about 1 year in OPT). I joined PhD in full assistantship in one state university but I want to know about job market of civil engineering again. I have pretty good work experience too. Because of the mess in H1b in previous year, I went back to school. Any suggestions!!

Market is not "Fala-fal", but i think Water Resources field is still an demanded field. If you have good experience in hydrologic or hydraulic modeling, ArcGIS, and quantification in canal diversion and all, its good as i can see now. I have no idea regarding the water quality side. Hope this helps.

Yes, I worked for hydrologic and hydraulic modeling, ARCGIS. I have fair knowledge about almost all hydraulic and hydrologic modeling as I worked for FEMA.

If you have a good knowledge/experience in hyrologic and hydraulic modeling, there is a very good chance in landing a job in southern parts of US.
