I know little bit about University grant commission (UGC) of India. It funds project to the laboratory of universities based upon the publication of the professor or researchers, provides fellowship through a very tuft competition to the freshly passed out students. But, in contrast, although there seems UGC in Nepal, what is it exactly doing? I have no any information about it. If it is functional, why can't it starts higher education/research in own country including PhD in all subjects of life science?
