My cousin had TPS approval notice until 6/2018. But on 2/2018 he went to England to study (having a TPS status) without advance parole. Now since TPS has auto extended until 3/2020 can he come back to US (on a valid tourist visa ) and stay as a TPS holder ? Please suggest

No he abandoned his TPS if he left without AP.

He has to apply for a B1/B2 visa from the US Embassy if he wants to visit the US. But he can not resume or get TPS since he left the country without AP. I even suspect that he would ever get a US visa again, at least for next couple of years!
