Yup! If you have a Travel Document, they do issue visa... It might take in around 2 weeks for them to process the visa after they receive all the document. also, you do not need to visit the consulate yourself, you can send all the documents via mail.

Thanks! Got message from Indian consulate in nyc and told that they have stopped issuing visa to travel document holder.

So, it means a travel document holder cannot travel to India now?? Maybe because of tension between India and Pakistan... One of my friends traveled to India with travel document with an Indian visa on November 2018.. He is an asylee with no GC as of now.

I just checked on https://www.in.ckgs.us/ which is the authorized agent to apply Indian visa, they still have an option for Travel Document holders... maybe you want to check with them once...

They are just agent and the final decision will be Indian consulate. I was issued visa on travel document before but now says no due to technical issue. Thanks
