Travel Document for Minor from Nepal

Hello all this is the situation of my maternal sister who is a single mom and she could not make Citizenship/ passport of her son in her name.She came to US in DV and now applied for the son's interview and need some paperwork for him to join her here. Can anybody please tell me how to make a travel document for a 15 year old son from Nepal. Do parents has to be in Nepal to get the process done ? What are other documents needed.The Nepalese Embassy in US never responded on many emails and phone calls, help is appreciated. Thank you

When I was a minor and had to travel, I got a nagrita for minor. Based on the minor nagrikta, I could get a passport without a problem. I guess you could look into that option.
