Hi all, I know Nepali government is one of the most corrupt system. But still I am a proud of my heritage. However this time it just broke my heart, because I have been victim of fraud by embassy officials. This might be a long story but please bear with me and read through. I have attached pix for better clarification. I need your advise on how to pursue legal actions against these corrupt officials.(In all these pix I have deliberately removed private informations). As we all know we had to change our passport to MRP. So I filled out my form and sent out the application with a money order of $150. I still have the receipt (see below dated 07/27/15) However after few weeks I received a call from embassy saying they never received my money order. They were so adamant that it made me question myself. Did I forget to put it or did I drop it somewhere on my way to post office. But I didn't want to delay my passport application process so I sent them another money order (dated 08/11/15) Now I wasn't able to track the money right away (USPS site doesn't show if it was cashed or not but I am filing PS Form 6401 tomorrow). Now I had to move to another state for work and didn't live in same state for some time where my passport was sent. I knew if was safe in my relative's hand. I didn't have time to follow up and slowly forgot about it. I finally received my passport but I wasn't sure how to proceed. I knew I had to do something but didn't act and of course life took over and somehow I forgot. But yesterday in the cutout of USPS, I also found the receipts. I found out that tit had two different receipts of which one of them is purposely tampered with to get rid of any receipt number, and it is now obvious they had received both of my money orders. Also I realized the passport didn't quite come to me directly. It was first sent to a guy in Fort Worth (which I think is weird because Nepalese embassy is in DC) and had been redirected to me. My passport was in this cutout from USPS (was inside envelope) but was mailed to me in the envelope (see below). My intuition tell me that the guy who I spoke to (I won't reveal his name for privacy) from Fort Worth was sort of middle man who convinced me that I never sent him the $150 and made me send another order of $150. At this point I am less concerned about the money lost and more furious at the way these officials run the embassy with serious disregard to the very law they are supposed to follow. I want to take legal actions against these people who did this. So my question is: 1. Do I contact Nepalese embassy and give them benefit of doubt that they somehow screwed up and made a mistake (the torn receipt of first money order I sent clearly indicates they wanted this off record so I think this had malicious intent to begin with)? 2. What would you do if you were in my shoes? 3. What legal actions can I take and where do I start? Thank you for reading this and I hope we can all learn from my lesson (especially not to slack, doubt yourself and not do anything) to never trust these corrupt officials. If it matters I have tracking numbers and receipts (basically everything that I used if needed. I have a habit of keeping them safe till everything clears).

Hey they want to cheat you, why would they send bits and pieces of envelope and bills?
Oh_Gaathe · Aug 28, 2016 6:13 PM
The original story is now deleted but I have read his whole story. His story sounds fishy. Why would Embassy send his new MRP to a random guy in Fort Worth? My MRP processing from the embassy was smooth! I sent them the envelope and after 3 months my new MRP arrived at my door.

Disagree. Like Ujl said, they weren't too bad.

i've seen folks frequently bashing the embassy guys here and elsewhere. but in their defense, i must point out that they helped me immensely in sending a verification letter to nepal with a great sense of urgency and accuracy. it's a different story that it was a bogus piece of beaurocracy that i was made to go through by the Maalpot office in nepal, and it was frustrating. i was surprised that there was such a mechanism in the first place. all they said was the official request had to be in via proper official channels (via foreign ministry), for which i had to move mountains back in nepal, but once the request was in, the embassy guys in DC replied back in next hour. kudos to hakim bhadur and team in DC for such an outstanding job. i want to give them the credit where it's due. during my visit there a few months ago, lots of nepali guys and girls came in and i was surprised they come in with either incomplete documents, missing pictures, inadequately sized pictures and inane deficiencies and expect the embassy staff to correct everything and then on the way out were venting frustration 'teti pani gardaina yini haru'. i'm not trying to blame anyone or be a d i c k, but the tendency to fall back on the laxed nepali way of life - bhai halcha, gari halcha, eti bhaye huncha - was on display on many folks that were visiting the embassy in DC. also, the desk helping process passport applications was bending backward to help the applicants. he was cutting pictures to sizes, helping fill applications to a ton of folks, answer calls, facilitating ways to get folks submit applications and what not. during my one-hour there, the embassy guys were nothing but helping folks. but i must mention, it did take me 48 hours to get an email response on which day of the week would've been a good day to fly to DC (sometimes the embassador will not be in the office and i wanted to make sure he was around during my visit). and the office furniture made me chuckle though - run down cabinets and tables!

Well said Ghogay. The receptionist that is employed there is a testimony of what they have to endure everyday. Many come there with the mentality that they will and should take whatever application they are bringing. They try to haggle there way in - hence embassy employed a foreigner who wouldn't understand Nepali and hopefully don't have to put up through the "kich kich" that is offered by our own.

My experience with the embassy has also been positive. I had some interactions with them when I applied for my mrp. They seemed cooperative and courteous.
