Because of the people like your brother, other good Nepalese who intend to return back to Nepal after visiting US will have hard time getting visitor visa coz the visa officers will start doubting on all Nepalese.

Yeah, COS to F1 if any college accept his admission and issue I-20 and USCIS accept his petition to F1 status.
