I am trying to get my Bachelor degree in forestry ( two years out of four) from Nepal get evaluated so that I can transfer some of my credit towards my Bachelor degree in US. I am doing it via WES. I have tried getting the degree attested from Hetauda (my college) and also Pokhara ( TU controller of examination for forestry) but they denied. They want it from Tribhuwan Uni. So I sent my dad to TU Balkhu but there they told him that they cannot attest the incomplete marksheet and can only attest the mark sheets. I am in a deep trouble people. I don't want to loose my two years of hard work back home. Anyone in a similar scenario? Please help.

You have not completed your course. So forget about the degree certificate. I believe you need to have some sort of 'intent of migration' certificate from college and get the migration cert from TU. Once you do that you can no longer pursue same course from TU. Give https://www.ece.org/ a try. Good luck.

Mitra, I noticed nepali officer, lecture having graduate degree start career in USA from vocational training. I could not understand why you want to transfer those two year courses, study here, improve your writing and communication which make sense for long run, basically degree is a piece of paper most of the time. Those agency basically evaluate official transcript only
