Go to ACCT in VA. They take 3 years bachelor, if he is in the US already. If he is applying from Nepal you need to find the better college. ACCT is not a strong college to get a visa.

MS university for Women in MS doesn't require a 4-year degree for master's program if I'm not mistaken. I think that's the case with MUM in Fairfield, Iowa as well.

Findlay, Ohio & Bridgeport, CT also accepts 3 years bachelor degree from Nepal and also both university have Nepali students there.
