Why does the reporter sound so constipated? Can't he just talk normal. At the end of each sentence, it sounds as if he is trying really hard to push it out.

Esp the next story about the police cc cameras interview cracked me up as that cop is talking as if they the only one who has that kinda technology, as if nobody has never seen that kinda technology
