USCIS cautions that adoption by a U.S. citizen, by itself, does not make the child a U.S. citizen or immediately eligible to immigrate to the United States.  Before a child may immigrate to the United States immediately as a result of an intercountry adoption or proposed intercountry adoption, USCIS must determine that the child qualifies as an “orphan” under the immigration laws of the United States, and that the adoptive parents are capable of providing proper care. The proper authorities in the child’s country of origin must also determine whether the child can be legally adopted under the country’s laws. USCIS considers specific facts in each case to make a determination.     It is not uncommon in an emergency for children to be temporarily separated from their parents, other family members or legal guardians. When they say US Citizen in this information it is referring to ( GAY and Lesbian Community) They are trying to please LGBT group. USCIS got plenty of calls and request from LGBT to adopt a child from Nepal. USCIS is controlled by Obama Administration , and they want to promote Gay and Lesbian Agenda. This is insane.

USCIS never inform to Adopt a Child to US citizen when 90,000 children crossed U.S border from Guatemala, Honduras, and El Salvador Still plenty of children are crossing the border from those countries. USCIS should promote to Adopt a Child from those countries to lower the deadly border crossing in future. BUT they don't do that. Why? Most of the Children from those countries are Catholic. They don't want Catholic Children to be adopted by Gay and Lesbian Community. Big Catholic Church in US oppose it. Are you getting my point?
