One dude did this. Visited a Local Temple and post a sign : I have just moved to this town. If any body interested in  friendship please call me at this number. Now a days we are too many and we may not need new friends. He stayed for couple hours. He did not have much luck.  Next time he find out a Picnick event and participated .
