Based on my knowledge, the procedure is the same. You just need to come up w/ some 'valid' reasons (loss of job of your primary sponsor, for instance).  Whilst it really isn't a lottery system per se, the process is pretty similar to your visa application to the United States. You might get approved and you might not, depending on who goes through your files.  Good luck!
