Yes you can!! You just gave me a mini heart attack there. I had to go back and read the instructions on the USCIS page again. If you are applying for TPS and AP at the same time, both of those docs can be send to Chicago. If you are applying AP on a pending or approved TPS, then you need to send it to Dallas.
