The fact of the matter is what is of an interest for American immigration system to offer permanent residency to TPS. That is like asking a consultancy or temp agency, why am i not a full time employee. The Term "Temporary" means just that there are no strings attached. Intent to convert will result in your own demise. Consider the facts - American government has no political interest in Nepal and neither does political / special interest groups - by whom this entire system is influenced which primarily consists of people who haves. Although, your intent for permanent residency is still a dream and most probably will continue to remain a dream, but I hate to break this to you - little cockroach - the fact is it will not happen in your or my lifetime.
