I don't think that is written in the NASEA charter or anywhere that an official from the organization cannot suggest someone to lie down in bed to take a rest separated by a pillow if they needed to rest.
He simply suggested her to rest there but she opted to take the couch. I don't think he violated any rule of law or any other law besides possibly sharia law.
As in my analogy if a gay person offers you to lie in bed separated by pillow if you are tired, then would that constitute harassment?
