well I think it does not have to do something with location. Last year TPS filing of mine took almost like a year but this year it was a breeze even with the same location with both the times. So my analysis is it does not depend on location but some few factors like ( just guessing)
1. officer handling case
2. Missing or error on the form
Again, this is just a guess of mine but concretely not sure about it. Just be little patience and hopefully it will be approved.
