Crodiks, you can always try. No harm in trying. You'll just waste postage fees if they reject it for whatever reason. Make sure you send it by USPS Express mail though to try to make it by the deadline.
Gandharba, I've called and asked them before. The person on the line (from USCIS) said they have to receive it by the deadline.
