I think you don't understand the process behind the Visa bulletin and F2A visa category. NVC doesn't have unlimited visa available for category other than spouse and children of US Citizens. Basically NVC has a cap on the maximum no. of visa they can issue within a fiscal year. So, they issue visa bulletin to indicate which priority date they are processing at the current month. My sister (applied through my mom-sister under 21) had all process completed back in February. And she got her interview today. Until you PD is current, you can do nothing but wait. And one more thing, some months the PD doesn't move at all once all visas available for the year has been used. Last year, it did not moved for 4 straight months. All you can do at this point is pray and watch the visa bulletin each month. It comes around 10th of each month. Yeah, if you spouse becomes US citizen, he can update his status and you will no longer be subjected to visa availability. I hope it helps.
