If the government had marked the house for demolition after the quake (like I think they put different colored 'stickers') and the family decided to move into the house after more than a year of inaction from the government and without big earthquake, then they shouldn't be so surprised. On the other hand, if the government fu(ked up then they need to be fully compensated.
