The Muluki Ain, the sham law of the land, ensured that just the Brahmans and the Ranas were allowed to receive education. Otherwise, the educated ones not falling in those two categories would start revolting after realizing their human rights. Once everyone in the Nepali society becomes more or less educated and especially with the explosion of the Internet era, just the Brahmans are going to remain Hindus.
What I don't understand is how come the educated Newars, and other Janajaatis still remain Hindu to this day when they clearly see how the country has become messed up. The status quo makes sure that non-Brahmans will never realize their full rights and potentials.
