I belive it's solely responsiblity of Nepali currupt govt.
However the Ex- president must have a secured resident with all the amenities, it's insane to have a VVIP live in a condition as such. We are a poor nation shouldn't except much but I think the Ex-President deserves at least a Okay living situation after the term.
