I guess they are talking about the third party insurance brokers. It applies to mostly those who don't work in professional job - which mean (mostly) those who obtained residency from DV or asylum (i.e. non-US graduates).
In my view, those US graduates who work in professional job don't have to go through this.
Is this true?
