Can I travel on H1 when I do not have a Client?

Your notice of approval (I-797) for I-129 proves that you currently have a job. On the basis of I-797, you can apply for a visa. You will have to prove that you have the qualification that meets the requirement of Specialty Occupation (h1b) and have been currently working in US. If you could prove you’re working, you will easily get a new H1B visa.

Please bear in mind that embassy/consulate does not stamp passport. everytime you apply for a visa, you need to qualify for it.
