I've got a cousin (average student) who wants to come to the US. He wants to know if he should apply via consultancy or by himself. what's a standard rate these days?

I heard consultancies make 300-500 dollars/student as part of commission. does that mean students dont need to pay money if they applied via consultancies?

Does anybody know of someone who's applied for colleges in the US/Aus/Can via consultancies in recent years? plz share ur experiences.
