It's not between Indian PM vs a Nepalese. It's between a copyright holder vs a copyright violater. It's a legal issue. I don't know what's cooking betn them but copyright holder has a right to sue violater if he smells infringement.

But some Nepalese photographers are crooked beyond imagination. I still remember the case of this one so-called sajha photographer who was hired to take pictures for sajha but later went berserk on sajha admin when admin tried to share it.
