You are right, A# is given to those people who have applied for work permit/GC/Any other stuffs. If you have never applied for those paper, you don't have A#. If you are just a student, tourist visa you don't have A#. If you don't have A# then you should use your I-94 number.

@silentblogger Looks like all the Nepal TPS is being handled by Nebraska service Center. Mine has LIN - Nebraska even I have applied from California.
