On TPS Petition.
The right to petition your government is guaranteed by the First Amendment of the United States Constitution.
So, Nepali person who is Naturalize US citizen has a right to petition for TPS for Nepali Nationals, even though you Nepali Pakeh don't like it.
After all, if TPS is granted, all Nepali Nationals in US, including you, will get benefit out it.
Again there is NO Benefit of any kind to Nepali Naturalize US citizens, but they will still do it. Why? Because as a human being, it is a right thing to do.
