'Aid' can be 'totally free' or 'paid help'. If you talk about popular 'aid dependency' in Nepal's context, Aid is composed of Grants and Loans. And Loan is way bigger than Grant, especially for the last 20 years. Not a big deal. Many media people are not educated or they act in a way to fulfill their false imagination of something.

Not a big deal in the Turkish plane towing issue either. If India did not have or was not ready to provide assistance, they would have asked Thailand. One more hour distance?, and few thousand more charges? That would still be ok. I think there must be something in ICAO which says "if the public air transportation in neighboring country is halted due to these kinds of obstruction, the neighboring country will provide assistance (of course it can not be mandatory" [though i am not sure about it, just a guess].
