it's Cops fault and they should be held accountable. But how do the Cops know he is not reaching for a gun or knives or whatever especially when they were responding to a 911 call about a suspicious person???? There is not a two way communication due to language barrier, nobody is understanding nothing. So Cops tried to diffuse the situation by slamming him to the ground which turned to be bad in this case. But compare it to several cases where others got a few seconds to reach out a gun in their pocket and shoot/kill cops in no time.

In this case Cops are at fault and need to be held accountable, but does that ensure some other person might not get slammmed the same way or even get shot?? Cops are in constant fear when responding to a 911 call and the outcome depends on the situation. The only way is awareness about how we should react when Cops are asking for sth or doing Patsearch which is do not make any sudden movement.
