I don't think you got my point. The point is not to reach out to your pocket unless the cop explicitly told you to do so.
How did you know the cop asked him for his ID or phone number? I don't think they did, the old man just assumed. So, in future, tell any new comers to US not to assume anything and stay there calm without making sudden moves/ approaching the pocket.
