Very unfortunate
This should be in the list of things new Nepali should know while coming to US.
When a cop asks you a question, cooperate. If you can't speak english remain calm and tell them no english. Never, ever, reach out to pocket or make a sudden move.
The poor old man probably was reaching to his pocket to show the officer something (wallet, phone number, written down address etc).
I know cops' action wasn't fully justified; but they are trained this way to be forever suspectful of the other's intention and act accordingly. Reaching out to pocket is a complete NO NO.
