Nearing 7 long years, the Constituent Assembly (CA) of Nepal, has once more deprived the Nepali people of a Constitution we deserve. Bibeksheel Nepali Party continued to pressure them from the street and other innovative means like phone, sms, personal meeting, for more than 30 consecutive weeks to remind the CA Members about their urgent responsiblity to deliver the constitution on time. However, the task remains incomplete. Nepalese people’s billions of rupees was wasted in the process of constitution making. Yet the CA could not deliver on its mandate of promulgating a constitution.

To bring back hope to Nepali people and to unite them from hopelessness, on the 8th day Magh in the Nepali year 2071 (22nd January, 2015), Bibeksheel Nepali Party proposed a draft constitution of Nepal. Why Magh 8 ? Because it was the deadline imposed by the major political parties in the CA in a written promise made to the people during the 2nd CA election of November 13, 2013.

The Bibeksheel constitution is a result of collaboration of hundreds of volunteer experts from all walks of life. The draft constitution stands out on the following basis:

• State structure of 9 Zones and 3 States

• Directly elected Prime Minister

• Servant government

• Meritocratic cabinet of ministers chosen by the Prime Minister

• High-level of ethics and self-esteem in the system that involves careful check and balance between Judiciary, Executive and Legislative wings of the government.

• State is obligated towards citizens without access to healthcare, education, and employment.

The draft constitution also addresses provisions of equitable prosperity, sustainable local governance and effective justice through jury system. It envisions protection of a child’s fundamental right to citizenship by providing citizenship certificate through either mother or father. It envisions eliminating political iniquity by limiting monetary influence in elections and holding regular elections while making sure local voices are heard in the center.
