SAP Dude, yes I have seen few nepalese who hesitate to spend money on almost everything. Being frugal doesn't makes your cheap. I think everyone needs to be frugal to some extend.
I save few dollars in gas, grocery, online shopping etc but I also spend 1000s of dollar for vacation trips. I never forget to tip in restaurant less than 18% and give donation every year. But while giving donations I always make sure that it's tax deductible. If you try to see the bigger picture being frugal is actually teaching you how to manage money.

While saying that I also agreed that I have seen few of nepalese friends who are super cheap. They invite people but they always want them to bring their own food and called it as "potluck". They don't go to friend's kid birthday party just because they don't have kid and they know they will not get any birthday gift.

Moreover, I have seen some people who are cheaper than cheap. They criticize the food they eat in the party. I rarely see these kind of behaviours among US nepalese but these pathetic behaviour are so common in Nepal. I think you all are getting what I am trying to say i.e "जम्मा दुइ टुक्रा मासु?" . Sorry I can't stand people who criticize foods.
In the opposite, americans here appreciate you so much when you invite them in a party and they appreciate the food too. They love free foods and party even if they are earning million dollar a year. I am not trying to compare nepalese vs American but I am trying to highlight some of the culture behaviours among us.
