Of course it's 100% fake. They will need to get a signed media consent from the subject (the girl) in order to put it up on the internet etc. Otherwise they will get their @$$ sued left and right. (Search for media/photo/video consent in google). I think they may have paid those girls some money to be filmed or they are his friends.
The law probably does not apply for government agencies like CIA, FBI etc since they are invincible.
BTW.. If it's too good to be true.. it usually is.. :D
