I don't see anything wrong when F1 students apply as students and mentioned they'll return back once the degree is complete (it's the intention at the time of obtaining visa). At that time they had "intention" of going back to Nepal after they finish their degree and the "Intention" changes after they finish their degree so they apply H1b and get green card through legal process such as Eb2 which is not similar to getting green card by faking the asylum and lying that they're in danger when they go back to Nepal. They're two different things.
You can't say F1 students lied at the time of F1 interview when they said they had intention of returning at that time and that intention may change after they come to US...

It's like you get your green card thru your Employer and people change jobs after working few years. So it's the intention at the time of applying green card through Employer. "Employee had intention working for unlimited time for the employer when he/she applied for green card". But that intention might change and they're allowed to change the employer.

Asylum fraud is a severe fraud. I have seen most of the students going through that route in past few years. They go to states like California and apply asylum mentioning maoist threat which maybe true in very few cases but most of the time it's not. and it's true most of them travel via india.

Let's see if Nepal government does what they're saying now or they change the policy again.
