I beg to differ. There is no single standard in Europe. Some countries are far more liberal, but I'm pretty sure public sex is crime in the UK and is enforced when caught. I find this incident in Nepal was pretty well handled by the law enforcement. Still, in any civilized society, it should be illegal. Just because it's not illegal in some extremely liberal European nations, I don't believe that it should be an acceptable behaviour. Yes, it's a minor crime, but it is indeed a crime in Nepal and many other civilized countries...
