"Intend to Deny" is not a denial. That means you still have an opportunity to try your best to prevent the denial from happening.
Even if the USICS denies your application, it's not the end of the world. You can still fight against it in the court and try to prove your point in front of the immigration judge. From what I have read so far, the immigration judges seem to approve cases more often than not.
