After some research, I don't think I am qualified to comment on this topic as it is a very complex matter. Some countries allow if, some don't and still others allow it partially. India for example does not allow its OCI holders to be employed in the government and hold elected office. I have found that in U.S., they do allow it (contrary to the what the news article said below), but it might be a big liability in getting security clearance.
