Have him go to outlets that sell mobile phones and accessories in/around Peepalbot (Photo Concern). I got mine unlocked for NRs. 1500 a couple weeks ago. This is basically a go-ahead to get his unlocked for cheaper. Should your "friend" fail to get his unlocked, feel free to pm me.
