There is no need o go "gung ho" on the importance of English Language. Now, i am not saying English language is not important but it  is not mandatory  to know the english language. All languages are equally important and equally not important at the same time.

So i do not see not knowing english as his weakness. This Torpe's weakness is to not know how weak his english was and yet stand there and accept the interview in English. He should have been trained to accept interviews with an intrepreter only given how fked up his english was.
