Only someone who has never visited dallas would say dallas is less developed than New York.
Dallas has better roads, and better public transporation ( in the sense of less traffic and more efficient, New York is a mess)
Dallas i much cleaner than NYC
Dallas has much newer infrastructure than NYC
Dallas has more schools than NYC
Dallas is much affordable than NYC
Population wise it beats NYC in doctors, teachers, hospitals, schools, and many others. Dallas is a new city while NY is an old town.
