My brother in Nepal has 3 years bachelors degree in arts (journalism). He wants to join masters in USA, can he get direct admissions for graduate degree in USA  with 3 years of undergrad degree from Nepal?

If so, does anyone know any graduate school in USA with reasonable tuition fees? Any help or information would be greatly appreciated!!
