US returnee, I had exactly same RFE... Send them affidavit from your parents with notarization. You can find sample online in many immigration websites like trackit.com. Most important thing is you describe why birth certificate is not available. Make one from your father n one from mother and send them along with other birth certificate. It worked for me... They approved the day they received the RFE. Good luck...
