@Menmyself, you can apply I-130 and I-485 concurrently in August 2013 since your wife has a F1 status (living in USA) and visa number is current under F2A category in August 2013. Overseas applicant has to go for Consular Processing through US Embassy. Even though the priority date become current in August 2013, you cannot file the DS-230 ( Application for Immigration Visa and Alien Registration) to National Visa Center (NVC) until her I-130 get approved from USCIS. Once her I-130 get approved, it will be sent to NVC and NVC will contact you for further processing.
