I did not understand why you don't understand this simple fact. Duty-free gold import means an outflow of huge amount of foreign reserve to buy that gold. It could be considered OK if the duty-free gold is used in 'value added' purpose, but it is obvious that the imported gold will be smuggled through the sourthern border.
