 @drogba,
I would like to suggest you exploring the use of "disable" facility available on air-travel. Once you have your mother cited for disable, airlines takes sole responsiblity in facilitaing her transit, pick up and dropoff. They even make sure that the person is handed over to the authorized person. I have done this several times with my parents (earlier). First slightly hesitant my parents were fully satisfied with this process. 
A layover airlines facilitator will take all the documents and help get them over the immigration and bring directly to your front in the receiveing ariport. This is great service you can count on. Make sure you request y our parent(s) not to leave the plane once people begin de-boarding at transit or destination. As long as she is in the plane ......people will know that she is in need of help and go over her documents and help her. Also, if you are overly cencern have a temporary telephone (international/satellite) in her possession so that you can talk when necesssary.
